with hard labour or a fine not exceeding yen 2,000,

Article XI. Any one importing or manufacturing

raw or powdered opium or manufactured drugs of the

same effect as prepared opium shall be punished with

major imprisonment with nard labour or a fine not

exceeding yen 3,000,

Anyone selling or buying, delivering or

ceiving or having in his possession manufactured

drugs naving the same effect os raw or prepared

opium shall be punished with imprisonment hot ex-

ceeding four years or a fine not exceeding yen 1,300,

Any one not a holder of a special license for

the sale of powdered opiwn selling powdered opium

wholesale, or any person, not a doctor or apothecary,

s druggist, or onemist polling or buying, receiving

or delivering or possessing powdered opium shall be

punished as in the precoding article,

In the three cases

mentioned above the goods

will be confiscated or if they have been sold the

price received for them will also be confiscated.
